After the Census is carried out, Congressional districts are re-allocated among the states, and the boundaries of Congressional districts are re-drawn. Is this allocation done based on the population of all persons, or the population of U.S. citizens? Or some other population?

Every 10 years, House seats are apportioned based on census population figures, redrawing of congressional districts takes place in a process called…..help please..thanks=)
