After the Census is carried out, Congressional districts are re-allocated among the states, and the boundaries of Congressional districts are re-drawn. Is this allocation done based on the population of all persons, or the population of U.S. citizens? Or some other population?

There are a lot of imposters out there. The caller ID says US Census Bureau. Can I ask them to complete a form before taking their call?
